2024: A Year of Transformative Impact

The year 2024 marked a period of significant progress for IPFS, with notable achievements across various sectors and regions. Through strategic partnerships, targeted capacity-building initiatives, and innovative programs, the Institute expanded its reach and deepened its impact on Somalia’s governance landscape.

Key Highlights:

  • Completion of Phase I of the BRA-PFM Reform Program: IPFS successfully concluded the first phase of the Banadir Regional Administration Public Financial Management Reform Program, which involved a comprehensive assessment of the BRA’s financial systems, identification of key gaps, and delivery of actionable recommendations to improve governance and accountability.
  • Initiation of Phase II of the BRA-PFM Reform Program: Building on the success of Phase I, IPFS launched the second phase of the program, focusing on modernizing financial systems, developing fiscal policies, and enhancing institutional capacity to promote fiscal discipline and operational efficiency.
  • Capacity-Building Programs: Throughout 2024, IPFS delivered over 500 training sessions to public officials across federal, state, and local institutions. These programs covered critical areas such as public financial management best practices, tax administration, revenue mobilization, and gender-responsive budgeting.
  • Strategic Partnerships: The Institute forged key partnerships with AARC Ltd and VNG International, enabling the delivery of technical assistance, knowledge-sharing platforms, and capacity-building initiatives that strengthened public financial systems across Somalia.
  • Support to Federal Member States: IPFS collaborated with the ministries of finance in Galmudug, Hirshabelle, Jubbaland, and Southwest states to improve PFM frameworks, enhance revenue collection systems, and promote fiscal decentralization.
  • Sectoral Engagement: The Institute supported operational and financial management reforms for the National Health Professionals Council (NHPC) and advocated for climate-sensitive budgeting and green fiscal policies to promote sustainable development.
